Most areas in Metro Manila, Philippines was heavily flooded not because of the rain caused by a typhoon but by a low pressure area off Northern Luzon. The shallow low pressure area enhanced the southwest monsoon and brought more rain than usual. Consequently, it increased the water level of dams and rivers that caused flood.
